  • Notes
    • The 1870 census lists Frank, born in Maryland and living at home with his parents and siblings; it gives his age as 6 [sic]. 1870 U.S.Census, 4th Ward, Cedar Rapids, Linn Cnty, IA (M 593, Roll 405, stamped p. 53).

The 1880 census lists Frank as living at home with his parents and siblings; it reports that he is a 17-yr old "printer." 1880 U.S. Census, Cedar Rapids, Linn Cnty, IA (T 9, Roll 351, stamped p. 98) [LDS Film 1254351].

The 1880-81, and 1881-82 Cedar Rapids City directories list Frank as a printer working for the Cedar Rapids Republican Printing Co. The 1890-91 directory shows him as foreman of the news room.

At some point in the early 1900's, Frank was involved in an election campaign that was successful in obtaining a "petition of general consent for the sale of intoxicating liquors in the city of Cedar Rapids." The petition was sustained by the board of supervisors and then by the courts. See: Taft v. Snouffer, vol. 157, Iowa Reports, p. 461 (1912).

At the time of the 1900 census, Frank and his wife and two children also had his mother in law and her son living with them. 1900 U.S. Census, 4th Ward, Cedar Rapids, Linn Cnty, IA (T 623, Roll 444, stamped p. 140).

By 1912 he was editor of the paper. In that capacity he was served with a law suit that sought to recover forfeitures incurred by a company that allegedly was doing business in Iowa without a permit. See: State v. Bitter Root Valley Irr. Co., vol. 185, Iowa Reports, p. 60 (1918). The court said, among other things: "As to Snouffer, it appears that, early in 1912, an arrangement had been made by one Huntington with Snouffer -- Snouffer being the editor of a newspaper in Cedar Rapids -- to run a "display ad" in his paper, with reference to the lands of defendant company," that he was to be paid a commission based on sales generated in Linn County, and that the State claimed "that the contract of Huntington was such that he had authority to employ the subagent, Snouffer.***" The court held that Frank was not an agent of the Bitter Root Valley company, and service of process upon him was not effective service upon the company.

Frank was, among other things, an inventor. According to The Iowa Recorder [Greene, Butler Cnty, IA], p. 1 (7 May 1913), Frank was granted a patent: "No. 1,060,294 [?]. Life saving raft or bouy. Frank Snouffer. Cedar Rapids."

One wonders what happened to the newspaper editorship, because the 1920 census lists Frank as a 57-yr old bookkeeper at a veneer company living with his wife Kate, 56, daughter Iona Lemon, 28, and her daughter Alyce Jane, 2 1/2, and his son Duane, 26, and wife Addie, 21. Iona's occupation is as a school teacher; Duane's is as a newspaper mail clerk. 1920 U.S. Census, 14th Precinct, Cedar Rapids, Linn Cnty, IA (T 625, Roll 500, stamped p. 119).

The 1930 census lists "Frank Snouffer" as a 67 year old man, born in Maryland, and living as a "roomer" in Cedar Rapids. 1930 U.S. Census, Cedar Rapids, 19th Prct, Linn Cnty, IA (T 626, Roll 665, ED 64, p. 22A).

His death certificate records that he died 26 May 1931 at his home; that he had resided in Cedar Rapids for 66 years; that he had been divorced; and that his occupation was as a bookkeeper. IA Dep't of Health, Div. of Vital Statistics, cert # C57-264294 (information provided by his daughter, Gertrude Lemon of Muscatine, IA).
